[v4] config/db.json file does not exist on fresh clone

Error: ENOENT: no such file or directory, open 'C:\Users\REDACTED\Repo\assistant-relay\server\bin\config.json' error thrown when starting from a new clone.
Fix: Check for files on launch and create if they don't exist
