See no activity on the repository in last two year. Is it dead or feature complete? Asking because I am looking for such kind of tool to add sync in the project

All the new work happens elsewhere. This repo might be reanimated at some point in the future. For the Web platform, I don't plan any releases in the next 3 months.
What is your use case, by the way?
Can I have more information on "elsewhere"?
I'm trying to implement RON in Elm to create offline syncable apps (no servers for now). But in building the library, I'm running into a lot of TODOs and broken links on the website, as well as outdated (conflicting) information in your repositories.
I'd really love to power my app with CRDTs, and I'd love to use this model for that - but I agree, the project seems abandonware... Is there really work elsewhere?
