moving doxygen to .h files

I suggest moving the doxygen comments to the .h files. The C files are not installed, so not seen by a user.

will do so soon. would it be best practice to install the doxygen doc files as well? if so where?

You could make it an optional component for install (something which we don't do yet in STIR). Not sure if there is a standard way where to put this. I've looked a bit where a reasonable place would be, and made a choice in STIR. have a look there.
