YAML Loader is not backwards compatible with older macs

For older MAC OSes the yaml loader FullLoader is not available--and the installation of yaml is controlled by the system python2 installation. Since our usage of yaml is quite simple--we can replace this with SafeLoader to ensure easy setup for all users.
