Hi!
I have problem with setting quotas Per-user limit for url shortener API.
In the developers console (https://console.developers.google.com) i change 
'Per-user limit' quota value for the url shortener api from 1 to 200 requests 
per sec, but still got 403 "Rate Limit Exceeded" response from the API. Used 
aceess via API key
