I don't open credential menu

What steps will reproduce the problem?
1. When i have click on credential option then i receive an error "You do not
have sufficient permissions to view this page."
What is the expected output? What do you see instead?
- Secrete key
What version of the product are you using? On what operating system?
- Window 7
