Semantic Font variables should expose a fallback

Generated font tokens are not providing any opinionated fallback,

--hop-font-family-primary: ABC Favorit;

We should provide an opinionated fallback, to make sure that in any circumstance, the right fallback is loaded.

e.g.

--hop-font-family-primary: ABC Favorit, sans-serif;
