Problem
From the following issue's comments and custom_fields_groups plugin's PR.
Improvement
Fork the following actions/setup-redmine, and allow postgis adapter which is necessary for gtt plugin.

After some investigation, I recognized that the action install gem dependencies then create database in the last 2 steps, but this causes something like chicken & egg problem in this plugin. (postgis adapter needs rgeo installation, but rgeo needs to be installed from this plugins side.)
Resolving above seems to be a bit hard, so I close this issue. 🙇
