Tag pages should show full timestamp

- Front pages should continue showing Xhr ago stamps only for stories under 12hrs old.
- Tag pages should always show the full timestamp as they act as archival pages of all content. Looking at the old frontend versions of these it seems the timestamp is only added to the first page but they should be added to all pages.
