New `TagsBehavour` functionality is not exposed in 0.70.x

After upgrading to guardrail-core 0.69.0, the tags array default behaviour was altered (see guardrail-dev/guardrail#1403), but the field was not exposed in sbt-guardrail.
This results in generated files changing packages.
