Implement jeffreys prior - hopefully this will help with strong dependence on linear v log-flat priors

So my feeling here is that we should offer a jeffreys attribute for the prior functional forms that support it (Gaussian, PowerLaw). But as we discussed implementing this is relatively low priority.
