It happened in our project after this PR: risingwavelabs/risingwave#7283
I guess it's related to excludes 🤔

Thanks for the issue! Yes, I think this has to do with final-excludes. Probably worth fixing at some point, I'm not sure when I'll get around to it (at some point when I need a puzzle to solve most likely :) )
