IT v2.xx didn't interop my HTC Windows Phone

Hi there Gus
As I wrote ya in past I create an issue. I have an HTC One M8 Windows Phone updated to W10M 1709.
To interop it I forced to install NDTK services in first and next interop it as usual Lumia.
I faced that IT v2.xx didn't interop it even with NTDK services. But IT v1.9.xx does.
When I trying to deploy apps with IT v2.xx installed i've get error 0x89731813. But on IT v1.9.xx all is fine.
Is it fixable issue?
Theres videos from my L830 with clear 1607(2551) build. All the same at HTC with 1709(607). If its my fault I need to know were im rong.

v2.1.24.0 seems to work well. at least i check it on 1607 from scratch on l830. if any case ill reopen this issue, thanks!
