Correct me if I am wrong... unite-outline seems only work with current buffer.
Any way to allow heading extracting from arbitrary file? or even from multiple files...

Yes. unite-outline only works with the current buffer and can't extract headings from arbitrary files.
This is a limitation of the current implementation.
I'm planning to solve this problem. But, it will take considerable time to complete because it requires redesign and big chnges of the code.
