Update DAI Ubuntu setup instructions

DAI 1.7.0 now supports CUDA 10 so it would be good to update the instructions for ubuntu18.04 and CUDA 10.

Also since we will have 1.6.X branch which is LTS there would be some users who would need to continue using Ubuntu16.04 and CUDA 9. So we may want to keep both these instructions
