hcaptcha.com resources are blocked when accessing from mainland China

Issue description

Any hcaptcha.com resources located under https://hcaptcha.com are currently blocked / unavailable for users based in mainland China.
I've been facing this issue since February 7, 2024.

Steps to reproduce

Try to open any of the following assets in your browser from mainland China.

• https://hcaptcha.com/1/api.js?render=explicit&onload=hcaptchaOnLoad&hl=en
• https://www.hcaptcha.com/

https://www.hcaptcha.com.cn is the website for mainland China.
