Events Sign Up Frontend

Description
Implementing the frontend for event signups. This task will be collaborative.

Acceptance Criteria
Frontend:

• Creation of an app/events page (css and tsx file)
• Creation of component(s) for the two main sections of the event signup page.
• Ensure both desktop and mobile views (media query...see past tasks) match our Figma Design!
• Until Backend part of this task is complete (see below), test with dummy data!
