Display state score for trafficking

Summary
Display a score within the sidebar that displays a state "score" for trafficking. Temporarily, this will just be trafficking-focused arrests divided by total number of arrests, but Collective Liberty should provide us an additional baseline in the future.
Design
Check Figmas for most recent design
