Fix UX on Perks Table

The following need tweaking

  • Left side column needs to be sitcky for mobile usability
  • Perk titles need line breaks on vertical aspect ratios
  • Tier icons should not be sticky

Lower priority, but it might be nice to shade the perk row on hover as well to make it easier to tell which line you're looking at.
