Add PPS Seismic info to the Schools table

Sofi created a table with the current status of PPS building re: seismic upgrades.
These information is not included in the schools table.
Suggested solution:

• Add a new seismic upgrade column (by date?)
• Incorporate the seismic upgrade column into one of the existing fields of the POI_view.
