Replying to a message marks it as a news

When someone replies to a message, and the reply starts with the bot's display name or MatrixID, the bot captures:
- The MatrixID of the person reporting it (not the person who replied, but the person who posted in the first place)
- The display name of the person reporting (not the person who replied, but the person who posted in the first place)
- The text of news, stripped from the mention and leading space (be it spaces, tabs or line breaks)
- A link to the original message
