Allow to open and close entries

It would be nice to add a !entries close command so the bot doesn't accept entries while the editor processes the rendered file and publishes it.

The bot would Say "⚠️ Entries are closed! Please wait for entries to re-open before submitting news!"

The bot would no longer answer "✅ Thanks for the report {{username}}, I'll store your update!" but ❌ Entries are closed! . It would also not store the news report in the news store.

Using !entries open would toggle the bot's behaviour back to normal and post "✅ Entries are open!"
