Array for Japanese

I didn't have an array for Japanese, so I submitted a pull request based on the existing json.
However the firmware only has 104 keys, and there are few keys that could not be added to the 106 keys for Japanese. Since there was no place for underscores in the pull request, there was no place to put them, and now they are not available in the Japanese layout.
Can this problem be solved by adjusting the firmware, or can it be added without tweaking the firmware?
