问题描述

当前 photos router 中使用 SettingFetcher 来获取配置实际上是一个错误的行为，会导致代码报错，例如：

Ref halo-dev/halo#4125

期望结果

使用 ReactiveSettingFetcher。代替 SettingFetcher。
