Make consumer composite build work again

After changing the root projects plugin stuff to use pluginManagement, the included build doesn't work anymore. I am talking about the "consumer" folder. There is a commented step in the ci config that I would like to execute but currently can't, because the included build doesn't work properly - it complains about not being able to find the jvm plugin in any sources.
