Create clear separation between server and plugin

And ensure that the plugin is configured solely thru plugin options. This probably means moving bassmaster (among others?) out of the plugin and into the server.

I had co-mingled my code for this with some code for #16, but I pulled the relevant code out into a standalone branch, and am working on this now. I'm moving bassmaster from the plugin to the server, and slimming down the options we're passing to bedwetter
