Add a division that tells users that we might use cookies to provide you a better experience.

Guidelines:

  1. Make a component CookiesAlert
  2. Style using tailwindcss only
  3. Must use the predefined colors
  4. Show it only once to user in 5 days : use local storage to save his preference
