SQLite DB doesn't exist on initial boot in OS X

/Library/Application\ Support/com.apple.TCC/TCC.db seems to only be generated when a user first logs in, only via the GUI--SSH doesn't do it.
Currently only a known issue with the Vagrant box (built from Bento definitions). However Travis/SauceLabs provisions their VMs, the DB is there by the time we get access in TravisCI.
