Bulk access for all jurisdictions—still on track for end of February?

Hi @jcushman / @bensteinberg,

To follow up on #2188, myself and I'm sure a lot of others have anxiously been awaiting the end of February to get unrestricted access to the full CAP database. As of a few minutes ago—and it looks like for the past 2.5 years—the CAP site still says that bulk access "limitations will end, at the latest, in February of 2024," and since today is already the 27th, I wanted to check in on whether this timeline is still accurate.

I know that I've personally been relying on this date for some of my own projects, and I wouldn't be surprised if I'm not alone.

Thanks—and thanks for all of your great work on CAP! It's really a phenomenal project.

Hello -- it ended up being the 1st of March, which is about as late in February as you can get. :) But yes, still on track to go open.

@jcushman, sorry to hound on this, but is there guidance on how to get access to the bulk files? I experimented with the API and bulk downloading via CLI but it looks like the restricted jurisdictions are still blocked.

@jcushman I'm a bit confused. do we have unmetered access now? or is it mid-2024? September 2024? or is the API being completely sunsetted?
