/tmp fills up

We sometimes get reports of disks starting to fill up on prod workers, and I think it's the result of the accumulation of files like /tmp/tmpxyzzy/warcs/1234-5678.warc.gz.open (or just .warc.gz) for captures that have failed, or otherwise not cleaned up after themselves. We can address this with salt, of course.
