Tests are unstable

Tests are failing intermittently on master (example). Need to dig in to understand what's going on.

As I'm unable to see the test failures, is this in any way related to Nomad being occasionally unable to stop Docker allocations on Amazon Linux 2? Since #62 I've been getting some Docker timeouts on draining or replacing allocs.

Not sure! It would be necessary to dig into the Nomad logs to see what the actual error is. Help & PRs welcome :)
