RFC: Switch to Github Actions for CI

Travis has been getting slower and slower since they were acquired. Their backlog of open source jobs is literally thousands lately, leading to hours of wait before we are green.

Would anyone be opposed to switching to Actions?

Not opposed. We do use Danger which I don't think works with Actions, but I could be wrong.
Example: mongoid/mongoid-locker#93

This was done in #543.

Looks like there's some problem with the danger token posting messages, I couldn't figure out how to fix it. May need a new token.
