Now that GHC 9.4 is out, it would be useful to cut a release since many things tend to depend upon primitive. Among these things are GHC's own Hadrian build system, which puts us in the awkward position of being unable to bootstrap GHC 9.4 with GHC 9.4.

I actually take it back, primitive-0.7.4.0 appears to build without any trouble; it was simply precluded from my install plan due to freezing of the index-state date.
