Fresh install fails with Kapacitor crashing

Problem/Motivation

Unable to install addon

Expected behavior

Should just run on a fresh install

Actual behavior

Kapacitor crashes on start, loops a few times then container stops.

Steps to reproduce

Just install the addon in a fresh hassio installation and try to start it.

There hasn't been any activity on this issue recently, so we clean up some of the older and inactive issues.
