Analytic unit is not bound to an organization

Different organizations can have dashboards with same ID. For example:
http://localhost:3000/d/IYqqDzdWz/test-dashboard?orgId=1 and http://localhost:3000/d/IYqqDzdWz/another-test-dashboard?orgId=2 are different dashboards.
Analytic units don't "know" about organizations. It makes analytic units' settings inconsistent.
