Option to start hastic-server without from source without analytics

Now we have a rule that if start hastic-node then from source, then you can't stop it from running analytics. I have a case when I want to run analytics on a different host and connect it to hastic-server.

So I propose to add a config for running hastic-server to force it not to run analytics process.
Also I would keep logic of "running analytics" predicate in config.ts
