Provide image discussion feature

Jurors in Wiki Loves Africa 2018 have suggested that it would be helpful in the final stages of a campaign for jurors to be able to discuss individual images, so that the final decision can be made by discussion and consensus rather than by each juror voting in the dark.
That could be either a chat function, or alternatively providing all jurors with common access to a comments field for each image.
This one would be very useful to jurors, and would be good to include, if it's not to difficult to do, for WLM 2018
Also, jury members from WLM Greece wanted to comment on images on the final stage. One of the reasons that the last stage involeved email discussion. It would be better to happen on the platform.
