Allow instructors to add students to sections.

The initial section assignment in the large class is handled with the CSV method. However, sometimes we want to periodically move a student or two between sections and the interactive interface is best for that.
The CSV mechanisms is good but requires us to constantly update/upload as students register. I wish that I could send NB the student roster and sections and then just have students “fall into” their sections when they register. That way I can send the csv file once or twice rather than 20 times as students register.
