Make Goal announcements more stable

The NHL ticker sometimes retracts or gives goals when nothing has happened.

Make the bot confirm over multiple calls before writing it to it's own game objects.

This has been limited to some degree.

It is still really difficult to do since the NHL site returns garbage results sometimes. A better result may not be obtainable without introducing delays.
