Goggle does not pick up vtx on first scan

Running with firmware v9.2.0 (vtx firmware v1.3.0)
For channels 1 and 2 in particular, if the vtx is already powered on, with a solid blue LED, scanning from the goggles fails to notice the vtx on the first attempt, but does so on the second.
If the vtx is already up and running, it should be detected on the first scan.
