Upload to PyPI failing due to PEP 440 local versions

The macOS wheels have PEP 440 local versions in their filenames even for release tags. This is causing uploads to PyPI to fail. See https://github.com/healpy/healpy/actions/runs/5833668193/job/15858645757.

Whoops, this is still very much broken. Blocked by #873.

@zonca, the wheels in the workflow artifacts from #875 no longer show a "dirty" VCS state. So I think it's safety try doing another patch release now.
