Draf the API

We need to decide what is going to be exposed/served via the API.
Any thoughts @amasciul ?

I think we need at least three endpoints :

one that lists all deputees, with their details
one that will give every vote for a given deputee
one that will give the detail of a law/amendment for a given id

What do you think ?
