more control over default values in the templates

As some recurring events take a lot of effort to define certain values, it would be nice to be able to define nearly all values as standard values.

Example:
The Mensa stammtisch takes place every week in Garching and on the Stammgelände
Each time we have to define possible organizers, possible participants, registration mode and insurance as well as number of organizers and number of participants from scratch. If these values could be defined in the template already, it would save some time.
