Improved privacy - Phone numbers

Is your feature request related to a problem? Please describe.

• everyone can sign up as Organiser, if there is a free spot.
• All Organisers can see the phone numbers
• Phone numbers are seldomly needed

Describe the solution you'd like

• The phone number shouldn't be visible in the run event page for regular Organisers. Only Admins should be able to see Phone numbers
• For certain cases, there should be a "contact Person on WhatsApp" button. If it is pressed:
  • The person is informed, that the Admins will be notified about the action. They can still cancel
  • The Admins get a notification like: "Max Mustermann contacted Mario Rossi on the 20.05.2023 at 19:34 for the Event Baumgartenscheid Hike on the 21.05.2023".
    • The notification can be just a protocol in text form.
    • In the App over the "Management" icon a red dot can be shown

This should help prevent members getting their hands on a lot of phone numbers, especially because on most events the phone numbers are not needed.
With a protocol, all contacts on whatsapp can be tracked and misuses of data prevented.
