numpy==1.10 compulsory?

Hi,

Is fixing numpy=1.10 compulsory ? My conda (win64) identifies conflicts, removing the pinning allows creating the env.

So this: seem to work
conda create -c conda-forge -n mess_2020 python=3.6 jupyter numpy scipy "matplotlib<2.2" cartopy obspy tqdm

and it chooses

numpy conda-forge/win-64::numpy-1.18.1-py36hc71023c_0
