RCS Workspace support is disabled on Windows/Linux

The new RCS Workspace support dropdown is always disabled (or it's unclear when it is enabled) on a Windows or Linux setup.

Its disabled initially on Mac too, but it opens its menu when being clicked. How does it behave on Windows/Linux? Is it completely disabled and does nothing when being clicked (on the button and the menu-indicator)
