Hopefully this should work for linaro: https://releases.linaro.org/components/toolchain/binaries/5.2-2015.11-2/arm-linux-gnueabihf/gcc-linaro-5.2-2015.11-2-x86_64_arm-linux-gnueabihf.tar.xz

Not sure about the missing arm-elf download, may try with binutils-arm-linux-gnueabihf and gcc-arm-linux-gnueabihf.

Seems to build with the linaro link above, and with a few minor changes this link to the codesourcery tools: https://sourcery.mentor.com/GNUToolchain/package15251/public/x86_64-amd-linux-gnu/amd-2017.11-8-x86_64-amd-linux-gnu.src.tar.bz2

EDIT: NM, that's not arm-elf.
