Add missing CNB Labels

The images we are producing are missing a few labels from the CNB Platform Spec, such as:

  • io.buildpacks.base.distro.name
  • io.buildpacks.base.distro.version
  • io.buildpacks.base.homepage
  • io.buildpacks.base.maintainer

These should be added with appropriate values.
