Basically populate the predefined planning with the current month's agents

Using LP, from #12 and the monthly agents' constrains we can pear-up for each department the agents with no constraints with the turnover and for the others add the monthly constraints (holidays, mandatory assignments).

This will generate a partial solution from which the heuristic and/or a more complex LP process can work on.
