Multi user support

This is a big request, but I think it has reasoning behind it. What if a central admin account (the one defined in docker), would be able to add accounts, which could be given specific permissions. Like how aternos/exaroton does it. Users could start the server, or manage console (if given permission from that admin account). These permissions could be on a per server basis.

This is a big request, so I won't be surprised if it gets denied.
